BUYING ADVOCACY SERVICE IN THE FRAME OF GSP As you may know, The Generalized System of Preference (GSP) is a tariff preference program that provides temporary duty-free treatment for imports of eligible products from designated beneficiary developing countries to help promote their economic growth and development. Within the context of this program, new products can be added, old products graduated and when imports of individual articles exceed certain value or percentage limits, the benefits may lapse for that product. At present, Turkey has taken an advantage of USA GSP program for some products but the new legislation includes new statutory thresholds to identify products that have reached a level of competitiveness suggesting that they no longer warrant duty-free benefits. The new legislation also amends the statute to provide that the President should revoke any existing Competitive Need Limit Waiver (CNL) that has been in effect for at least five years, if GSP-eligible product from a specific country has an annual trade level in the previous calender year that exceeds 150 percent of the annual trade cap or comprises 75 percent of all U.S.In that frame, as a Turkey, we would like to get a professional service from one of the Law Office in USA, as not to graduate Turkish products from GSP benefits and also to continue “Competitive Need Limit Waiver” for Turkish products of HTSUS 7113.19.50 and 7113.19.29.
